(1) If any work to be carried out by the authority cannot be carried out by the staff of the authority or if the services or consultation of an expert is required to carry out a particular work, the authority may take the services of experts and consultants as necessary under the open economic regulations.
(2) When taking the services of an expert or consultant in accordance with sub-rule (1), the field conditions, term of office of such expert or consultant and the remuneration and facilities he/she will receive for providing the service must also be mentioned.
